Cyber Security Engineer (m/f) | Fucino, Italy

Spaceopal is the prime service operations contractor for the European Galileo Satellite Navigation System and manages all Galileo Service Operations. The awarded European Commission (EC) contract to Spaceopal is more than just its satellites in space. Galileo Service Operations will provide high-quality positioning, navigation and timing services to users across the whole world as a civil-controlled service with guaranteed continuity of coverage.

Tasks and Responsibilities:

The Cyber Security Engineer will be responsible for the application of appropriate operational security measures to ensure confidentiality, integrity, and availability of Galileo operational data as handled by the Galileo Ground Segment at a given site (for the present position the site is GCC-I in Italy) according to the applicable security requirements and risk analysis.

This includes in particular:

  • Definition, maintenance and execution of Cyber Security processes and procedures (including audit procedures) in order to support the Vulnerability Management process
  • Contribution to the definition of the Security Monitoring procedures that will be executed by Operational and/or Security shifts
  • Provision of expert advice in the analysis of security events and incidents on request by the internal and customer entities in charge of Security Monitoring
  • Organisation and execution of internal Penetration test and Vulnerability Assessment activities, and support to Penetration test and Vulnerability Assessment activities performed by independent bodies
  • Operational interface to customer security bodies for vulnerability management activities
  • Coordination of all involved resources in the implementation of countermeasures to known and newly identified vulnerabilities, and in the required tuning of security monitoring
  • Contribution to ground segment evolution from a vulnerability management perspective
  • Support of security accreditation processes as a consequence of the above activities

The Cyber Security Engineer will work as part of an integrated team of security specialists.

Required Qualification and Experience:

The job requires in-depth knowledge of methodologies and supporting technologies involved in the cyber-protection of critical IT infrastructures, including for instance:

  • System and Network administration
  • Security hardening techniques (policies definition, policies implementation, assessment)
  • Security Monitoring Systems
  • Antivirus systems
  • Intrusion Detection Systems

The job requires also:

  • Fluent written and spoken English; knowledge of Italian would be a plus
  • Strong attitude to team work, also leveraging resources not directly dependent on him/her.

An experience in similar activities is required, better if acquired in Space or Defence programs, or in highly security-sensitive commercial sectors (e.g. finance).

Experience in the Galileo program will be a preferential factor.

Service Troubleshooting Manager (m/f) | Munich, Germany

Spaceopal is the prime service operations contractor for the European Galileo Satellite Navigation System and manages all Galileo Service Operations. The awarded European Commission (EC) contract to Spaceopal is more than just its satellites in space. Galileo Service Operations will provide high-quality positioning, navigation and timing services to users across the whole world as a civil-controlled service with guaranteed continuity of coverage.

Tasks and Responsibilities:

  • Troubleshooting of Galileo Services is an activity covering the analysis of problems impacting Galileo Service provision and correlated to Operations and/or Space/Ground Infrastructure.
  • The Service Troubleshooting Manager is a member of the Service Provision Team part of the Spaceopal Organization.
  • He/she will report to the Spaceopal Service Provision Manager and will manage a team of Service Troubleshooting experts in charge of supporting the analysis of issues related to Galileo Navigation, Constellation, Network and Public Regulated Services.
  • The profile requires very high level analytical skills as well as the ability to provide, in the event of an issue, guidance on the identification of root causes and provide short, mid-term and long-term solutions.
  • He/she will chair the Incident Review Board and related management processes (e.g. incident analysis, fixes/workarounds, root cause identification, proposal for correction and permanent solution, etc.).
  • He/she will coordinate the service troubleshooting team to contribute preparing and review the anomaly reports and to ensure support to anomaly review boards
  • He/she shall:
    • develop and present to the project management the operational improvements as well as ensure their timely implementation
    • contribute to Service Provision Reporting
    • support and participate to Monthly Progress Meetings and to Quarterly Service Performance Reviews Progress Meetings
    • support and participate to Service Exploitation Meetings
    • support the maintenance of the Service Management Plan and manage resolution of associated discrepancies

Required Qualification and Experience:

  • Ability to guide and manage team members, operational staff and technical experts on incidents analysis
  • Skilled to analyse and correlate technical data as well as to derive and provide resolutions to the management
  • Advantages would be experience and background in GALILEO or EGNOS programmes
  • Experience of GALILEO Space and Ground Segment (e.g. Mission Ground Segment main functionalities impacting Services)
  • Knowledge of Navigation Service Key Performance Indicators management and reporting
  • Capability to interface with the final Customer and the Design Authority on technical aspects

Planning Engineer (m/f) | Fucino, Italy

Spaceopal is the prime service operations contractor for the European Galileo Satellite Navigation System and manages all Galileo Service Operations. Galileo Service Operations will provide high-quality positioning, navigation and timing services to users across the whole world as a civil-controlled service with guaranteed continuity of coverage.

Tasks and Responsibilities:

The Galileo service operations planning engineer reports to the Spaceopal Service Delivery Manager. The Planning Engineer is a member of the Service Delivery Team and part of the Spaceopal (GSOp) organization.

  • He/she is responsible to develop and maintain consistent planning of Galileo operations and maintenance
  • He/she is responsible for the generation and execution tracking of the Long-Term Plan (LTP) and Mid-Term Plan (MTP). These plans cover the activities to be performed across all Centres (GCC-I, GCC-D, GSC), LEOP, IOT, Remote Sites and the planning interfaces with the Galileo external entities.
  • He/she is responsible for the implementation of LTP and MTP management processes (according to ITIL v3) following the Service Management Plan.
  • to collect all relevant planning inputs from the GSA, ESA, Segments developers and others (e.g. SSEG, SIV, GSMC, etc.). To organize the LTP and MTP meetings.
  • Manage the Operational Interfaces with each Centre and the timely delivery of planning products. Generate and distribute the planning outputs (LTP, MTP) based on the results of the meetings.
  • Support the service transition plan deliverable, considering planned events that may have an impact on the service provision.
  • Supervision of the planning teams in-charge of short term planning (STP) at GCC-I, GCC-D and GSC.
  • Management of Planning Requests affecting service provision. Support to preparation of Notice Advisory to Galileo Users (NAGU) input for planned events and service notification publication.
  • Maintain and upgrade the Operations Service products related to the System Planning Processes (SLOPs relevant to planning processes).
  • Identify the required Operational Improvements based on Operational experience results and support the enhancing of operational planning processes, tools as well as operational interfaces.
  • Support the service transition report generation by assessing performance improvements and comparing planned to actuals.
  • Follow the implementation of the Planning Service KPIs to be applied to Galileo during the Initial Service Validation and Provision phases, and support the continuous monitoring of the specific planning related operational KPIs.

Required Qualification and Experience:

  • Significant experience on operations engineering, operations preparation and execution. Experience related to developments and operations in the Galileo project (GIOVE, IOV, FOC) will be considered an asset.
  • In view of the complex interaction with numerous entities, candidates need to have good communication skills and the capability to work in a complex environment with multiple layers of processes.
  • Good practical and analytical skills are desirable.
  • Very good command of English, verbal and written.
  • Knowledge of Italian would be beneficial

Training Officer (m/f) | Fucino, Italy

Spaceopal is the prime service operations contractor for the European Galileo Satellite Navigation System and manages all Galileo Service Operations. The awarded European Commission (EC) contract to Spaceopal is more than just its satellites in space. Galileo Service Operations will provide high-quality positioning, navigation and timing services to users across the whole world as a civil-controlled service with guaranteed continuity of coverage.

Tasks and Responsibilities:

  • Prepare newly employed or newly tasked staff members working on the GSOp for the new and existing project positions.
  • Train and instruct the staff with the policy of the company including QMH processes and the service management processes according to ITIL v3 standard
  • Coordinate the tasks with the Spaceopal Training Manager and CTM Training Manager at the GCC-I
  • Support the planning of training activities for all staff members
  • Keep track of staff training and certification records
  • Prepare regular training status reports covering GCC-I and related staff
  • Support the Training Manager in developing and refining new and updated training course material as per existing/new training needs identified.

Required Qualification and Experience:

  • Degree in Engineering or comparable other relevant education
  • Long term experience in providing high quality training courses to employees
  • Proven experience in organizing and conducting simulations in particular with CSIM simulator, including evaluation, briefing, debriefing and feedback delivery.
  • Experience with TNA and Training plan preparation and maintenance.
  • Proven experience setting up and conducting OPS personnel certification.
  • Intense verbal and written communication skills in English Language, knowledge in Italian is an advantage
  • Be well-organized, passionate and energetic about performing the training work
  • Experience and background in the Galileo Project and familiarity with ITIL v3 processes is desired. Further experience in other European space projects is an advantage.
  • Technical knowledge on Galileo Mission and Control Segment as well as Spacecraft subsystems is desirable.

Inventory Officer & Documentalist (m/f) | Munich, Germany

Tasks and Responsibilities:

  • Support the ILS and CADM Management in developing and maintaining operational procedures related to inventory management and documentation management
  • Receive, store, distribute and trace all documentation deliveries from / to external/internal parties including classified documents by facilitating defined tools
  • Maintain delivery records and support all kind of reporting needs related to documentation delivery and status of unclassified and classified documentation
  • Follow-up / sort-out problems related to documentation deliveries
  • Monitor the correct usage / status tracking of documentation/deliveries within centralized tools and trigger corrections/updates in case of issues
  • Perform quality checks and support updates/adjust documentation to meet PA and customer documentation management rules/requirements
  • Preparing data packs to meet delivery milestones
  • Maintain all system level / Spaceopal level assets in the centralized tool
  • Monitor subcontractor updates related to their assets in the centralized tool and trigger corrections/clarifications in case of issues
  • Support customer enquiries related to asset management status and reporting
  • Verify consistency and integrity with former deliveries to the customer

CADM Engineer (m/f) | Munich, Germany

Galileo Service Operations will provide high-quality positioning, navigation and timing services to users across the whole world as a civil-controlled service with guaranteed continuity of coverage.

Tasks and Responsibilities:

  • Support the ILS and CADM Management in developing and maintaining CADM related documentation, processes and procedures
  • Participate to Configuration Control Boards, document/trace status of Change Requests and Board decisions, partly chair CCBs and/or act as secretary to the CCB chair
  • Follow-up / sort-out problems related to the processing of CCRs (input/output)
  • Perform quality checks , monitor the correct usage / status tracking of CCRs in centralized tools and trigger corrections/updates in case of issues
  • Support the preparing and review of CADM related reports
  • Support the development and maintenance of the Product- and Configuration Item Tree and underlying configuration item attributes/data
  • Support the review and handover of configuration items/assets to the project from external parties
  • Support the execution of CADM audits
  • Ensure consistency of asset records and status within centralized tool/database
  • Liaise with relevant PoC at subcontractor level

Contract Officer (m/f) | Munich, Germany

Tasks and Responsibilities:

The postholder will have the following duties:

  • Support and manage the legal aspects of large industrial service contracts with our customers GSA and ESA or with our subcontractors within the European industry. In particular you will in close cooperation with our procurement and technical team:
    • deal with administrative, contractual and legal problems arising from the implemented contracts and/or new contracts
    • prepare any formal communication
    • support and advise the management to ensure compliance to the contracts
    • support the preparation of requests for proposals
    • participate in the evaluation of proposals
    • support the preparation and negotiation of the resulting contracts;
  • Prepare, update, and analyse documentation and contracts required to operate the company such as:
    • Employment Contracts, Labour Lease and Secondment Agreements
    • Consultancy Service Agreements or other supplier contracts
    • Support the management in company law matters
  • Coordinate and interface external advisors supporting the various legal aspects

Required Qualification and Experience:

  • Master’s degree or equivalent qualification in law
  • At least five year Experience in contract matters, gained either in European industry or public administration, preferably in the space sector
  • Talent for formulating contractual/legal documents and negotiating
  • Able to understand issues of a technical and management nature and closely work with the team across the company

GSC Navigation Engineer (m/f) | Madrid, Spain

Spaceopal is the prime service operations contractor for the European Galileo Satellite Navigation System and manages all Galileo Service Operations. The awarded European Commission (EC) contract to Spaceopal is more than just its satellites in space. Galileo Service Operations will provide high-quality positioning, navigation and timing services to users across the whole world as a civil-controlled service with guaranteed continuity of coverage.

Tasks and Responsibilities:

  • Contribute inside GSOp for operation engineering, troubleshooting and KPI investigation dealing with user service aspects.
  • Coordinate among all the different service elements under GSOp responsibility (GSC, TSP, GRSP)
  • Liaise with the network of GNSS experts available within the GSC and at system level for questions introduced by the users or the Customer related to the consolidation of the Galileo services.
  • Support the Service Definition And Exploitation Engineer and the Market Development Engineer in their duties of rolling out the market uptake rollout plans set out by the Customer.
  • In charge of the Application and Device development tasks.

Required Qualification and Experience:

  • MSc in Engineering, Sciences or similar.
  • Over five-year experience in GNSS applications.
  • Versatility: capable of blending technical and marketing skills.
  • User- and communication-oriented.
  • Valuable assets would also be: commercial experience, knowledge on the Galileo system and applications (including devices) and technical background on space operations.
