Cyber Security Engineer (m/f/d) | Munich, Germany

Tasks and Responsibilities:

The Cyber Security Engineer will be responsible for the management and application of security measures to ensure confidentiality, integrity and availability of Galileo Operated Infrastructures according to applicable security requirements and risk analysis.

This includes in particular:

  • Definition, maintenance and execution of Cyber Security Processes and Procedures to support Security Vulnerability and Patch Management Processes
  • Contribution to Vulnerabilities Impact Assessment
  • Contribution to the definition of Security Monitoring Procedures
  • Contribution to the definition of Security Awareness Programs for Operators
  • Provision of expert advice in the analysis of security events and incidents
  • Management and control of the implementation of Functions and Technical Interfaces in compliance to the Cyber Security Requirements

The Cyber Security Engineer will work as part of an integrated team of security specialists. The working position is in SPO HQ, Munich, Germany.

Required Qualification and Experience:

The job requires in-depth knowledge of methodologies and supporting technologies involved in the cyber-protection of critical IT infrastructures, including for instance:

  • System and Network administration
  • Security Hardening techniques (policies definition, policies implementation, assessment)
  • Vulnerabilities handling
  • Security Monitoring systems and tools

The job requires also:

Service Level Engineer (m/f/d) | Munich, Germany

Tasks and Responsibilities:

The Spaceopal (SPO) Service Level Engineer is a member of the SPO Technical Team in the domain of the Service Provision, specifically in the area of Service Level Management.

The Service Level Engineer is supporting the Service Level Manager for any issues related to the KPIs and for the overall achievement of the following tasks (primarily but not limited to):

  • Data collection and producing the KPI Reports
  • Supporting Service Level Reviews
  • Supporting the chairing of the KPI Review Boards (including generating Minutes of Meeting and following up on Actions)
  • Reviewing any KPI violations and recommending any correction actions
  • Analysing any changes to the KPI Regime including Validation
  • Performing Financial Simulations as required
  • Performing KPI Impact Analysis for any Infrastructure upgrade or Operational changes/improvements

The Spaceopal (SPO) Service Engineer is a member of the SPO Technical Team (and therefore disciplinary reporting to the Technical Director) in the domain of the Service Provision, supporting the Service Provision Manager, in the activities of this domain.

The role requires liaising effectively across all the teams in the Service Provision domain and with other GSOp teams, promoting the related information transfer and gathering necessary information and data for the effective achievement of the tasks below described and following the indications of the Service Provision Manager.

Processes and activities to be managed and overseen are primarily, but not limited to, the following:

  • Coordinating the definition of new Processes and the execution of System Level Operational Procedures (SLOPs) development activities, following the Galileo Service evolution
  • Coordinating the preparation and delivery of the documentation for the periodical meetings with EUSPA (e.g.: MPM, QSPR, SER)
  • Proactive monitoring of the service performance focusing on Navigation and related KPI aspects

Tasks and Responsibilities:

  • Support the ILS and CADM Management in developing and maintaining operational procedures related to inventory management and documentation management
  • Receive, store, distribute and trace all documentation deliveries from/to external/internal parties including classified documents by facilitating defined tools
  • Maintain delivery records and support all kind of reporting needs related to documentation delivery and status of unclassified and classified documentation
  • Follow-up/sort-out problems related to documentation deliveries
  • Monitor the correct usage/status tracking of documentation/deliveries within centralized tools and trigger corrections/updates in case of issues
  • Perform quality checks and support updates/adjust documentation to meet PA and customer documentation management rules/requirements

Tasks and Responsibilities:

The Spaceopal (SPO) KPI & NRT Tool Engineer/Processing Engineer is a member of the SPO Technical Team. The role requires liaising effectively across all SPO teams and with other GSOp teams, promoting the related information transfer as for tasks described below.

Processes and activities to be managed and overseen are primarily, but not limited to, the following:

  • Gaining deep knowledge of the structure of contractual KPI and metrics and the evolutions regarding them, agreed with the customers Mastering the use of the KPI tool landscape adopted in SPO and knowing very well the entire chain of tools that concur to the KPI monitoring, control and reporting also at subcontractor side
  • Data collection and producing the KPI Reports
  • Reviewing any KPI violations and recommending any correction actions
  • Analysing any changes to the KPI Regime including Validation
  • Mastering the toolset for NRT Monitoring incl. all components and data outputs
  • Contribute to the NAVCAST service provision and related undertakings
  • Provision of an updated and periodical status of the system and service performance, highlighting possible warning

He/She will be responsible for the management of tools related to KPI reporting and monitoring as well as NRT monitoring of performances.

Planning Engineer (m/f/d) | Munich, Germany

Galileo Service Operations will provide high-quality positioning, navigation and timing services to users across the whole world as a civil-controlled service with guaranteed continuity of coverage.

Tasks and Responsibilities:

The GSOp Planner/Planning Engineer is responsible to create and implement in liaison with the Lead Service Delivery Manager a planning concept and to update it according to the evolving system and stakeholder requirements by introducing an adequate Software and process support. He/she ensures the Service Operations by providing multiple but consistent plans for the day-to-day operations as well as for the maintenance activities.

The tasks of the Planning Engineer are:

  • Work in liaison with the Service Delivery Manager (SDM) Team
  • Collecting all activities needed for Service Provision, planning the activities in three different time-frames, and keeping the stakeholders (Contracting Authority and Spaceopal teams) informed
  • Interface for all GSOp Planning issues across all SPO teams
  • Identifying and informing the stakeholders about planning conflicts, and suggesting solutions from the scheduling point of view
  • Pre-defining plans for the different disciplines, like Flight Operations, Ground Operations, Mission Operations, Security Operations and User Service
  • Participating to the Coordination Meetings as well as the Planning Meetings at the different time-frames and levels, by providing schedules and accessing solution to scheduling conflicts from a planning perspective
  • Supporting the Contracting Authority by preparing the Long-Term Plan and the Mid-Term Plan: Information Interface to the Contracting Authority in conjunction with the Lead SDM and the Evolution and Engineering Manager
  • Deriving the LEOP/IOT Timelines in coordination with the LEOP/IOT responsible persons in SPO as well as all affected SPO CTMs
  • Supporting the Service Provision Prediction as well as providing support to the Key Performance Indicator Measurements
  • Tracking each planned activity in the different time-frames and providing feed-back
  • Supporting the evolution to an integrated planning, configuration and resources management system
  • The project schedule has to be respected for all planning tasks
  • The arrangement of operations and deployment should also be scheduled by means of the planning system; the same applies to the evolution releases
  • The Planning Engineer should support the resource and availability management for scheduling a consistent plan

Required Qualification and Experience:

  • University degree in a relevant field (e.g. Commercial Engineering, Engineering, Physics, Computer Science, Telecommunications or Electronics)
  • Significant experience on operations engineering, operations preparation and execution
  • Experience related to developments and operations in the Galileo project (GIOVE, IOV, FOC) will be beneficial

System Engineer (m/f/d) Procurement & Sales Activities | Munich, Germany

Tasks and Responsibilities:

The Spaceopal (SPO) System Engineer role with focus on the Procurement & Sales Activities is supporting the Spaceopal Procurement & Sales Team in the preparation of the proposals and requires liaising effectively across all SPO teams, including the various technical experts as well as with all industrial partners.

The System Engineer, with focus on Procurement & Sales, is a member of the Procurement & Sales Team.

The main responsibilities are twofold:

  • Effectively collaborate to the preparation of all technical aspects together with the identified point of contacts involved each time (evolution, external sites, services, support functions, etc.) in the frame of proposal preparation and negotiation and of the joint, temporary working groups setup for the specific proposals.
  • To provide the Procurement and Sales team with the technical expertise in support of the Pre-Sales activities and, once a proposal is being prepared, for the full integration of the technical aspects, following the System Engineering processes and activities spanning over all Galileo and Spaceopal’s GNSS infrastructures, sites and teams, in accordance with the indications of the experts of the Technical team.

Processes and activities to be managed and overseen are primarily, but not limited to, the following:

  • Support the harmonized preparation of all aspects of complex technical proposals, in close coordination with the Procurement & Sales team and all technical areas, ensuring that the various inputs are harmonized and are driven by the system perspective
  • Analyse, tailor and develop requirements for contract changes and new activities to be procured
  • Support the Procurement & Sales team in the evaluation and negotiation of complex technical offers
  • Support technical analysis and solutions of all ongoing projects and new developments

In general, the System Engineer is required to support the development of technical offers, technical notes, plans and other documentation as required, plus regular reports on status of activities across all Spaceopal projects.

Required Qualification and Experience:

To be eligible, a candidate must:

  • Hold a degree in Telecommunications/Electronics/Informatics Engineering or Physics, Math or similar with at least 5 years of work experience; alternatively, 8+ years related work experience
  • Have a Systems Engineering formation, best if developed in the space industry and in international environments/projects
  • Have proven working experience in space industry, space service, or navigation downstream applications
  • Have experience and background in Satellite Navigation and related mission services engineering
  • Have experience, background and strong interest in commercial aspects of complex technical projects
  • Have knowledge and experience in security and related processes
  • Have experience and background specific to navigation programs, in particular Ground Segment architecture and services is highly appreciated

Remote Site Maintenance Engineer (m/f/d) | Munich, Germany

Galileo Service Operations will provide high-quality positioning, navigation and timing services to users across the whole world as a civil-controlled service with guaranteed continuity of coverage.

Tasks and Responsibilities:

The Remote Site Maintenance Engineer supports the Spaceopal Site Service Maintenance Engineer on all aspects of the infrastructure deployment and Hosting Service provision as well as the related Ground Segment L1 Maintenance services at the world-wide distributed Galileo Remote Sites.

She/he is further responsible to improve service reliability of the Remote Site infrastructure and Maintenance services and to reduce the number of incidents.

This includes in particular:

  • To deal with incidents, other emergencies and unplanned problems in line with the GSOp Service Management Processes
  • To process all maintenance and hosting service tickets related to the remote sites and GILSC, providing punctual and exhaustive analysis
  • To ensure the correct execution, recording and triggering of follow-up tasks needed to resolve the underlying issues in line with the GSOp ILS Plan
  • To act as point of contact for the ILS Support Desk for the status monitoring of the local maintenance tasks (preventive, corrective, evolutive)
  • To verify, planning and scheduling of local maintenance work and the correct and timely implementation of the solution for any issue detected
  • To develop together with the site L1 and Hosting Maintenance teams the annual preventive maintenance plan applicable for the respective site and GILSC
  • To support the technical coordination of the remote site hosting service and maintenance tasks
  • To support the processing of the changes/upgrades of the remote sites and GILSC
  • To suggest refinement of maintenance and spare processes to optimize TAT between GILSC, Sites and Manufacturers
  • To support the Site Service Maintenance Engineer in the assessment, monitoring and control of the performance of the subcontractors
  • To maintain accurate records of all associated databases and technical documentation
  • To review subcontractor’s data packages and issuing of technical-managerial documentation
  • To support the Site Service Maintenance Engineer in the preparation of the technical proposals SPO should receive from GSA for contract changes related to remote sites

System Engineer (m/f/d) Technical Team | Munich, Germany

Tasks and Responsibilities:

The Spaceopal (SPO) System Engineer is a member of the SPO Technical Team. The role requires liaising effectively across all SPO teams and with other GSOp teams, promoting the related information transfer as for tasks below described.

The main responsibility is to support the harmonized and coordinated System Engineering processes and activities spanning over all Galileo infrastructure, sites and teams, in accordance with the indications of the Evolution Manager to whom she/he will report on the matter.

Processes and activities to be managed and overseen are primarily, but not limited to, the following:

  • Supporting the operations preparation and operational validation of new infrastructure deployments and related operational scenarios and products ensuring these can be declared fit for providing services
  • In this context, support the Evolution Manager to prepare the engineering specifications and to monitor the follow-on development
  • Promoting and following-up engineering specifications and developments for system infrastructure and service evolutions as originated directly from SPO or from GSOp partners
  • In the context of a Galileo Ground Infrastructure Release cycle:
  • Coordinate the GSOp support to HW/SW infrastructure Segment/Element Design, Development and Verification and Qualification milestone reviews and campaigns prior to and as these reach deployment to Galileo sites
  • Contribute to operational products’ development and validation planning for System and Service operations spanning across more sites and entities, monitoring the operational readiness
  • Ensuring adequate monitoring and contribution by GSOp teams during System/Segment/Service verification and qualification campaigns as led by the Design Authority and/or final Customer
  • Cooperating with the SPO Ground Segment Engineers (GMS and GCS) for a harmonized management of the system engineering activities in the framework

The Spaceopal (SPO) System Engineer is also required to develop technical notes, plans and other documentation as required plus regular reports on status of activities.

Further it will be important to occasionally contribute, as and when required:

  • – to SPO technical proposal preparation processes liaising with SPO legal and contracts
  • – to the execution of other ongoing SPO contracts beyond the scope of GSOp.

Required Qualification and Experience:

To be eligible, a candidate must:

  • Hold a degree in Telecommunications/Electronics/Informatics/Aerospace Engineering or Physics or Math with at least 5 years of work experience; alternatively, 8+ years related work experience
  • Have a Systems Engineering formation, best if developed in the Space industry and in international environments/projects

Tasks and Responsibilities:

The Spaceopal (SPO) Spacecraft Engineer is a member of the SPO Technical Team.

The role requires liaising effectively across all SPO teams and with other GSOp teams,  promoting the related information transfer as for tasks below described.

The main responsibility is to support the harmonized and coordinated System Engineering processes related to the Space Segment and the activities spanning over all Galileo infrastructure, sites and teams, in accordance with the indications of the Evolution Manager to whom she/he will report on the matter.

Processes and activities to be managed and overseen are primarily, but not limited to, the following:

  • Support the preparation and Follow-up of Launch and LEOP activities
  • Follow-up of Space Segment L2/L3 maintenance (IOV+FOC) support investigations and reporting

  • Responsibility for the monitoring of the accounts payable and receivable and for the reconciliation of ledgers and open items list
  • In charge of adequate recording of the fixed assets using proper accounting principles under HGB and IFRS, including preparation of documentation

The Project Controller, with focus on Sales and Project Financial Data, is responsible for preparing all financial data for offers as well for the maintenance and control of project costs and related data. The Project Controller shall ensure availability and consistency of the required data.

In particular the tasks include:

  • Preparation of financial data for offers and contract changes (calculation of cost/price/risk/margin, development of Milestone Payment Plans, input for cashflow forecast, preparation of customer price sheets, etc.)
  • Check and clarification of the financial calculations of Subcontractor offers

Tasks and Responsibilities:

The tasks of the Network Engineer are covering two activities combining the engineering and service troubleshooting of all Galileo Networks. This includes the end-to-end engineering management and service troubleshooting of all Galileo Networks, from the Galileo WAN (the GDDN) to the CFI LANs (MDDN, SDDN, etc) with the objective of ensuring readiness of all related infrastructure and operational products for live operations.

The responsibility is to support the GDDN Manager overseeing the GDDN/MDDN and SDDN engineering processes and coordinating harmonized Networks operations preparation and validation activities, as well as to support the Service Trouble Shooting Manager in any analysis of issues impacting Galileo Service provision related to the Networks.

He/She is liaising with the Spaceopal and Core Team Member teams (mainly TPZ and DLR-GfR), the GDDN Service Provider team (mainly TPZ), and the GMS/GCS Segment Provider teams from Industry and Customer representatives (GSA/ESA).

The allocation of effort is estimated with 50% in each area and may evolve depending on the phase of the program and the corresponding needs which will be coordinated by both the GDDN Manager and the Service Trouble Shooting Manager.

The main tasks are

  • To interface GSA, ESA and Network providers (TPZ/GDDN, AD&S/SDDN and TAS-F/MDDN ) on any Galileo LAN/WAN related technical issue and to coordinate and harmonize inputs/contributions from all GSOP teams on NW related topics
  • To follow-up the deployment planning and scheduling of all GDDN and Segment NW assets analysing impacts to operations activities
  • To manage the interface between FOC DDVP & ODP

  • To be responsible for cla and uncla LAN and WAN network ops procedure definition and maintenance (including Sop vol 6)
  • To identify and follow-up cross-GCC NW operations and security engineering improvements and injects input into the GDDN/GCS/GMS/System OID documents and meetings
  • To support Segments/System/Ops Formal Reviews/Boards (e.g. SQR, ORR, LRR, QPM) and coordinate accordingly GSOp inputs and contributions (e.g. progress reports, presentations, RIDs) on the topic of E2E NW
