CADM Engineer (License Management) (m/f/d) | Munich, Germany

Spaceopal is the prime service operations contractor for the European Galileo Satellite Navigation System and manages all Galileo Service Operations. The awarded European Commission (EC) contract to Spaceopal is more than just its satellites in space. Galileo Service Operations will provide high-quality positioning, navigation and timing services to users across the whole world as a civil-controlled service with guaranteed continuity of coverage.

Tasks and Responsibilities:

The Configuration and Documentation Management (CADM) tasks at Spaceopal comprise a wide range of disciplines, all aiming for the sustainment of the Galileo service provision. Configuration Management Processes are to be managed and the underlying configuration data are to be maintained.

The position CADM Engineer (License Management) is embedded in the Spacopal CADM team and reports to the GSOp ILS/CADM Manager. The role is two folded; one focus will be the proper management of the software licences needed to provide the Galileo services and the second part is dealing with the overall configuration status accounting and documentation maintenance tasks shared within the Spaceopal CADM team.

With regard to the Licence Management tasks, software licence data have to be collected, maintained and processed by the CADM Engineer (License Management). The status of licenses is monitored and where needed procurement tasks are coordinated with the Spaceopal contracts office. This includes in particular:

  • Collecting licence information from Segment/Product manufacturer provided documentation
  • Translating the licence maintenance needs into a preventive maintenance plan based on the inventory/deployed assets
  • Coordinating with ILS Support Desk the in time upload/update into the Service Desk Tools/CMAT tool from which individual maintenance tickets are created
  • Maintaining the licence budget files at SPO Level (i.e. what licences, how many, where installed etc.) supported by centralised tools (CMAT)
  • Identifying potential risks and shortcomings related to the licence file deployments and needed follow-up tasks to avoid any problems due to unavailable licences
  • Managing escalations to SPO subcontractors related to overdue preventive maintenance tasks
  • Identifying and triggering and supporting necessary licence procurement needs via SPO procurement department and maintaining status information in centralised tools
  • Providing reporting to SPO and GSA management via centralised tools (i.e. monthly/ quarterly reporting inputs)
  • Participating to meetings and reviews related to licence management (GSOp internal and external with GSA/ESA/Segments)
  • Ensuring correct recording and reporting of licence maintenance tasks and status via the centralised tools by means of regular follow-up and reviews
  • Liaising with L2/L3 Maintenance team on licence data/needs as preparatory tasks in the frame of new Ground Infrastructure Releases

The above tasks and related work load is usually determined by the changes to be implemented at a certain point in time. The remaining time is dedicated to the Spaceopal CADM tasks, ranging from:

  • Maintenance of configuration accounting status relevant data in centralised tools and managing follow-up tasks, e.g. via subcontractors
  • Follow-up of documentation status and deliveries, updating respective data in centralised tools
  • Supporting configuration audits, reviews and reporting tasks (internal and external)
  • Supporting configuration control tasks (processing of change requests via configuration control boards)
  • Ensuring consistency of configuration / asset records and status within centralized tool/database
  • Quality checks on configuration / asset records maintained in centralised tools (HW, SW, Licences etc.)

Required Qualification and Experience:

  • University degree in a relevant field (e.g. Computer Science, Software Engineering, Business Administration)
  • Experience or at least a very good understanding of software licence management, from licence need analysis, implementation and maintenance perspective
  • Good understanding of licence terms and conditions and related impacts
  • Good understanding of software licence implementations in data centres (e.g. how to maintain licences on servers, workstations etc.)
  • Experience in Configuration Management disciplines and underlying data/information handling (Structures, Baseline Management etc.)
  • Experiences related to standardisation and quality reviews/audits
  • Fluent written and spoken English
  • Strong attitude to team work, also leveraging resources not directly dependent on him/her

Tasks and Responsibilities:

The local Security Officer is responsible for:

  • Proper implementation of security related decisions and for coordination of available security resources and measures within the company involved in classified parts of contracts and projects, as well as to be the technical advisor to management on security matters
  • Physical security and safety of employees, facilities and assets
  • Executive responsibility for the organisation’s entire security posture, both physical and digital media. This includes also closely participation in related areas such as business continuity planning, loss prevention and fraud prevention, and privacy.
  • Overall direction of all security functions associated with Information Technology applications, communications (voice and data), and computing services within the enterprise as well as awareness of the implications of legislated requirements that impact security for the company
  • Interface to government bodies such as BMWi, BSI, BMVi, BLfV for security related matters

Documentalist (m/f/d) | Munich, Germany

Tasks and Responsibilities:

  • Support the ILS and CADM Management in developing and maintaining operational procedures related to inventory management and documentation management
  • Receive, store, distribute and trace all documentation deliveries from / to external/internal parties including classified documents by facilitating defined tools
  • Maintain delivery records and support all kind of reporting needs related to documentation delivery and status of unclassified and classified documentation
  • Follow-up / sort-out problems related to documentation deliveries
  • Monitor the correct usage / status tracking of documentation/deliveries within centralized tools and trigger corrections/updates in case of issues

Procurement & Sales Officer (m/f/d) | Munich, Germany

Tasks and Responsibilities:

The Procurement & Sales Officer supports the Procurement & Sales Director by executing all management and organisational tasks in the life cycle of procurements and sales activities, including changes to already implemented contracts, in particular:
organization, preparation and negotiation of proposals, preparation of request for proposals, evaluation of lower tier proposals, negotiation and awarding of contracts as well as to actively monitor, document, control  and report the status of ongoing processes.

This includes in particular:

  • Organize and prepare Proposal documentation and coordinate the inputs provided by the relevant experts (e.g. Technical, Security, PA, Finance)
  • Prepare Change Requests and Requirement documentation, with the technical, legal and financial expert support
  • Actively monitor and control the status of internal and external inputs, in relation to procurement activities

Cyber Security Internal Auditor - CIA (m/f/d) | Munich, Germany

Tasks and Responsibilities:

The Spaceopal Cyber Security Internal Auditor (CIA) will be responsible for verifying that the Galileo Cyber Security Requirements are correctly implemented in the perimeter of the GSOp contract. Reporting to the Spaceopal CEO this is an influential and challenging role suitable for someone who can work both independently and collaboratively.

The CIA will be responsible to plan, schedule and control independent audits to be performed in the perimeter of the cyber policy inside the GSOp Organisation aimed at:

  • Identify vulnerabilities or non-compliance of the applicable requirements of services and products provided by GSOp
  • Evaluate the level of compliance of the implementation of cyber security requirements
  • Evaluate the compliance of the security measures
  • Evaluate the compliance level of the security information systems
  • Provide independent feedback on the effectiveness and efficiency of information security management system and security measures

The CIA will be responsible to report the audit results to the Internal Organisation and to the Customers as much as to support the problem solutions.

Required Qualification and Experience:

  • University degree in a relevant field (e.g. Commercial Engineering, Economics, Engineering, Physics, Computer Science, Telecommunications or Electronics), appropriate high school degree.
  • At least 10-15 years relevant work experience
  • ISACA CISA certification or equivalent know-how demonstrated by specific relevant previous experiences
  • Experience of cyber security standards and practices, better if acquired in Space or Defence programs, or in highly security-sensitive commercial sectors (e.g. Finance).

Cyber Security Engineer (m/f/d) | Fucino, Italy

Galileo Service Operations will provide high-quality positioning, navigation and timing services to users across the whole world as a civil-controlled service with guaranteed continuity of coverage.

Tasks and Responsibilities:

The Cyber Security Engineer will be responsible for the application of appropriate operational security measures to ensure confidentiality, integrity, and availability of Galileo operational data as handled by the Galileo Ground Segment at a given site (for the present position the site is GCC-I in Italy) according to the applicable security requirements and risk analysis. This includes in particular:

  • Definition, maintenance and execution of Cyber Security processes and procedures (including audit procedures) in order to support the Vulnerability Management process
  • Contribution to the definition of the Security Monitoring procedures that will be executed by Operational and/or Security shifts
  • Provision of expert advice in the analysis of security events and incidents on request by the internal and customer entities in charge of Security Monitoring
  • Organisation and execution of internal Penetration test and Vulnerability Assessment activities, and support to Penetration test and Vulnerability Assessment activities performed by independent bodies
  • Operational interface to customer security bodies for vulnerability management activities
  • Coordination of all involved resources in the implementation of countermeasures to known and newly identified vulnerabilities, and in the required tuning of security monitoring
  • Contribution to ground segment evolution from a vulnerability management perspective
  • Support of security accreditation processes as a consequence of the above activities

The Cyber Security Engineer will work as part of an integrated team of security specialists.

Required Qualification and Experience:

The job requires in-depth knowledge of methodologies and supporting technologies involved in the cyber-protection of critical IT infrastructures, including for instance:

  • System and Network administration
  • Security hardening techniques (policies definition, policies implementation, assessment)

Network Engineer & Network Trouble Shooting Engineer (m/f/d) | Munich, Germany

Galileo Service Operations will provide high-quality positioning, navigation and timing services to users across the whole world as a civil-controlled service with guaranteed continuity of coverage.

Tasks and Responsibilities:

The tasks of the Network Engineer & Network Trouble Shooting Engineer are covering two roles combining the engineering and service troubleshooting of all Galileo Networks. This includes the end-to-end engineering management and service troubleshooting of all Galileo Networks, from the Galileo WAN (the GDDN) to the CFI LANs (MDDN, SDDN, etc) with the objective of ensuring readiness of all related infrastructure and operational products for live operations.

The responsibility is to support the GDDN Manager overseeing the GDDN/MDDN and SDDN engineering processes and coordinating harmonized Networks operations preparation and validation activities, as well as to support the Service Trouble Shooting Manager in any analysis of issues impacting Galileo Service provision related to the Networks.

The main tasks are:

  • To interface GSA, ESA and Network providers (TPZ/GDDN, AD&S/SDDN and TAS-F/MDDN ) on any Galileo LAN/WAN related technical issue and to coordinate and harmonize inputs/contributions from all GSOP teams on Network (NW) related topics
  • To follow-up the deployment planning and scheduling of all GDDN and Segment NW assets analysing impacts to operations activities. Manages the interface between FOC DDVP & ODP.
  • To manage all GDDN engineering and deployment activities and related reporting, and to coordinate GDDN Site Acceptance and Network Acceptance Reviews
  • To support Segment LAN Element Reviews/Boards (e.g. DRBs, FTRB, STRR, STRB)
  • Support all Network ops processes, ARBs, CCBs providing coordination across all Ops teams on issues/changes, supporting information transfer to ESA/Segment, supporting CCR implementation planning and follow-on fix/change validations, including status of expected level-2/3 fixes affecting mission services and associated incidents as well as related troubleshooting activities
  • To support the coordination of the local GCC network ops teams, ensuring harmonization of an integrated MDDN, SDDN and GDDN ops concept definition, processes implementation, procedures development and validation and documentation organization and development across GCC sites and teams
  • To be responsible for cla and uncla LAN and WAN network ops procedure definition and maintenance
  • To support Segments/System/Ops Formal Reviews/Boards (e.g. SQR, ORR, LRR, QPM) and coordinate accordingly GSOp inputs and contributions (e.g. progress reports, presentations, RIDs) on the topic of E2E NW
  • To liaise closely with the Service Troubleshooting Manager and to propose Network troubleshooting activities for incidents/anomalies that might impact the service. To produce technical notes, plans, reports and other documentation as required plus regular activities status reports (e.g. monthly report).
  • To report the progress of the anomaly resolution, providing inputs to the incident reports and propose plan for risk mitigation
  • To support in the maintenance and update of the Risk Register related to the GDDN/MDDN and SDDN systems and infrastructures of the GSOp project

Required Qualification and Experience:

  • University degree in a relevant field (e.g. Telecommunications, Electronics, Informatics, Engineering, Physics) with at least 5 years of work experience. Alternatively, a 8+ years related work experience.
  • Have expertise and background in Networking Systems Engineering and/or in Ground Segment Operations in an international environment/mission
  • Experience and background in Ground/Networks Systems AIV or Operations
  • Have experience in managing and tasking technical teams
  • Possess good problem analysis and solving skills
  • Possess good liaising and communication skills
